I will develop your mobile VR application by doing the following:
- using SDKs for your target platform
- level design: basic 3-D modeling (environments and stationary objects) and using free assets. Will use cheap or free sound effects as well.
- UI design
- simple scripting (I am not a game programmer)
- using Timeline to animate sounds, the environment, characters, or any other assets you have provided
